Paratroopa started off as the bad guy. In Mario bros. he was the basic enemy. In Super Mario Bros he was one of the tougher bad guys because he had wings and since you died in 1 hit if he jumped on your head you were dead. In Super Mario Bros 3 he was pretty simply to defeat. He returned in Super Mario World where he was also easily beaten. These days he has made recent appearances in Mario Party 2, Mario Tennis and Mario Paper. He has never really been able to shine but to the surprise of Mario fans he actually was arguable the best character in Mario Tennis.
